The success and impact the Latin American journals have been achieving were revealed by the inclusion in 2006 of new titles in the Web of Science database. This strengthening of the insertion in the international community express the improvement in journals quality and visibility that result from a combination of factors, including improvement in the research published, in the editorial process management and from the online access publishing particularly SciELO. The efforts BIREME/PAHO/WHO is carrying out to strengthen and renew the ISIS Software Family for management and operation of sources of structured text information also count with the support of the League of Arab States (LAS), whose Information and Library Department assumed the responsibility to contribute with the translation of CISIS utility manual to Arabian language, as a response to an invitation BIREME made to the community of ISIS users to contribute with versions in the main languages. A technical cooperation project between Puerto Rico and the Dominican Republic will promote the development of the VHL in Puerto Rico. The Medical Sciences Campus Library (RCM - Recinto de Ciencias Médicas) of the Universidad de Puerto Rico (UPR) and the Instituto Tecnológico de Santo Domingo are the organizations in charge of implementing this project, which also involves the development of human resources to access sources of information in evidence-based medicine. The SciELO Publication System is a new implementation of the SciELO methodology, which comprises the entire process of publication of journals, from submission of articles to online publication and metadata analysis, to improve the procedures carried out by authors, peer reviewers and editors regarding submissions of articles and their publication, thus leading to more transparency in the editorial process. The SciELO system represents an advance in the field of electronic publications. Its differential is to generate data in XML format, according to the DTD of Pubmed Central for health sciences journals, as well as to contribute to maintain the SciELO complying with current trends and needs of the network, thus consolidating it as a pioneer effort in Latin America and the Caribbean. Xavier Polanco and Yvana Roche, both representing the INIST/CNRS, France, were at BIREME/PAHO/WHO during the last week of may 2007, to share the developments on the Stanalyst system for Linux platform to operate SciELO databases. The system developed by INIST/CNRS enables infometrics and bibliometrics studies on the subsets of bibliographic records.
